Coburg issued its own emergency coinage in 1917 as the Imperial German war economy systematically stripped copper and nickel from civilian circulation for munitions production. These municipal Notgeld pieces were authorized locally rather than centrally, which accounts for the variation in fabric and weight tolerances seen across surviving examples. Coburg itself was still the capital of the Duchy of Saxe-Coburg and Gotha at this point — the duchy wouldn't be dissolved until the revolution of November 1918.
