Soest's municipal authority issued this note as part of the Kleingeldersatz wave that swept German towns in 1920, when small-denomination coinage had effectively vanished from circulation — hoarded, melted, or simply worn out of existence by wartime disruption and postwar shortages. The Magistrat was one of hundreds of local bodies legally empowered to fill that gap with emergency paper.
