Calbe an der Saale is a small town in Saxony-Anhalt, and like hundreds of German municipalities in 1920, its district committee was forced into the notgeld business by a shortage of small-denomination coinage that the Reichsbank simply could not resolve fast enough. The postwar economy had drained coins from circulation through hoarding, melting, and the general collapse of public confidence in the monetary system.

The Grabow catalogue designation places this firmly in the local emergency issues rather than the collectible "serienscheine" printed for the philatelic trade — a meaningful distinction when assessing whether a note actually passed through hands in commerce.
