Cuba's state-run tobacco industry was a reliable subject for the Banco Nacional's collector-oriented silver program throughout the 1980s, issued primarily to generate hard currency at a time when U.S. sanctions and Soviet subsidy dependency left the island chronically short of convertible foreign exchange. These pieces circulated almost exclusively through international numismatic channels — never domestically.
The 1989 date places this coin in the final months before the Soviet collapse began dismantling Cuba's economic lifeline, which effectively ended the ambitious proof program shortly after.
