Cuba's state-run tobacco industry was a reliable subject for the Banco Nacional's collector-oriented silver program throughout the 1980s, issued primarily to generate hard currency at a time when U.S. sanctions and Soviet subsidy dependency left the island chronically short of convertible foreign exchange.
