Negros Occidental was one of several Philippine provinces that organized local emergency currency after Japanese forces disrupted the existing monetary system in late 1941 and early 1942. These guerrilla-era provincial issues were authorized under the Philippine Commonwealth government-in-exile framework, giving them a semi-official status that purely local scrip lacked.
The S648 series is among the better-documented Negros Occidental emissions, though survival rates vary considerably — humidity, wartime displacement, and deliberate destruction after liberation in 1945 all took their toll. Notes that passed through active guerrilla hands often show folds consistent with being carried folded in quarters for extended periods.
