Montenegro's perpera coinage was introduced in 1906 when Prince Nikola I — who would declare himself king four years later — established a national currency to assert political independence from Ottoman and Austro-Hungarian financial influence. The 5 Perpera was the largest silver denomination in the series, and the 1912–1914 date range places it squarely within the Balkan Wars, during which Montenegro was actively at war and the perpera circulated under genuine military and economic strain.
Production was handled by the Vienna mint. Montenegro had no minting infrastructure of its own.
