Peine is a small industrial town in Lower Saxony, and its wartime Notgeld issues were printed locally — Löffler & Diehl had no pretense of being a security printer. These municipal emergency notes emerged from the severe coin shortage that gripped Germany from 1916 onward, as metal was redirected to the war economy and small change simply vanished from everyday commerce.

The official stamp served as the primary authentication device, which tells you something about the security thinking of a town magistrate working under wartime constraints.
