Shusha, known as the cultural capital of Azerbaijan, was occupied by Armenian forces during the First Nagorno-Karabakh War in May 1992. Its recapture by Azerbaijani forces on November 8, 2020 — after 28 years — was treated as the decisive symbolic moment of the Second Karabakh War. This coin was issued the following year specifically to mark that event, part of a broader commemorative program tied to the conflict's outcome.

The Central Bank declared Shusha a "cultural capital" of Azerbaijan by presidential decree in May 2021, directly preceding this issue.
