Issued to mark the twentieth anniversary of the Central Bank of Azerbaijan, founded in 1992 following the dissolution of the Soviet Union — a moment when the newly independent republic moved quickly to establish monetary infrastructure, introducing the manat to replace the Soviet ruble. Azerbaijan's transition was complicated by the ongoing Nagorno-Karabakh conflict, which strained state finances severely in those early years of the bank's existence.
