The "11 orbits" designation refers to the wreath on the reverse, which encircles the globe with eleven turns of ribbon — one for each Soviet republic recognized at the time of the 1936 Stalin Constitution. Earlier issues in this series carried fewer orbits, tracking the formal expansion of the USSR as new republics were absorbed or elevated in status. The count changed again after 1956 when additional republics were incorporated into the constitutional framework.
