Obverse description The State Coat of Arms of the Soviet Union occupies the central field, featuring a hammer and sickle superimposed over a globe, surrounded by wheat sheaves bound with ribbons bearing the motto of the union republics. The sheaves are arranged in eleven orbits or turns of ribbon, corresponding to the number of union republics at the time of issue. A five-pointed star surmounts the device at the apex. The Cyrillic legend СССР (USSR) is inscribed in large block letters along the lower portion of the field beneath the arms.

The "11 orbits" designation refers to the wreath on the reverse, which encircles the globe with eleven turns of ribbon — one for each Soviet republic recognized at the time of the 1936 Stalin Constitution. Earlier issues in this series carried fewer orbits, tracking the formal expansion of the USSR as new republics were absorbed or elevated in status. The count changed again after 1956 when additional republics were incorporated into the constitutional framework.
