Chinese county-level grain coupons of the 1980s were rationing instruments, not currency — they entitled the bearer to purchase a fixed weight of grain through the state distribution network rather than representing monetary value. Luyi County sits in the Fuyang prefecture-administered part of Anhui, a province that experienced some of the worst famine mortality during the Great Leap Forward, which gives local grain administration a particular institutional weight even by the 1980s.
By 1986, national grain rationing was already loosening under Deng-era agricultural reforms, making late-issue provincial coupons like this one short-lived in practice.
