Chinese grain ration coupons (粮票, liángpiào) were a product of the planned economy's unified purchase and supply system, introduced nationally in 1955. By 1987, when Siping issued this stamp, the system was already being dismantled piecemeal — urban free markets had been expanding since the early 1980s, and national grain coupons were losing their grip. Municipal and county-level bureaus continued issuing local coupons into the late 1980s partly out of institutional inertia, partly because local grain stocks still moved through state channels.

Siping's coupons were non-transferable outside the city's jurisdiction. A 5-kilogram refined flour denomination is on the heavier end for a single stamp — coarser grain allocations were more commonly broken into smaller increments.
