The Soviet state emblem appears at upper left, flanked by the series and serial number at upper left and upper right; a crossed axe and anchor device occupies the upper right corner. A detailed steam locomotive vignette runs along the bottom of the note, accompanied by printed text setting out the terms of the interest-free loan obligation and two manuscript facsimile signatures of the People's Commissar of Railways and the People's Commissar of Finance. The left column sets out the conditions of acceptance of transport certificates at state transport cashiers up to 1 May 1924 and at railway, river and maritime transport cashiers up to 1 April 1924, redeemable at the gold rouble rate of the Quotation Commission. The right column reproduces an extract from the resolution of the Council of Labour and Defence of the USSR authorising the issue of these interest-free loan obligations in denominations of 5 roubles gold, for a total of 5,000,000 gold roubles, in series of up to one million roubles each. |

The NKPS transport certificates of 1923 were not currency in the conventional sense. The People's Commissariat of Railways issued them as internal payment instruments during the NEP period, when the Soviet rail network was operating under quasi-commercial conditions and chronic cash shortages made orthodox wage payment nearly impossible. Workers and rail employees received these certificates in lieu of sovznaki, which by mid-1923 had depreciated so catastrophically that payroll in paper rubles was effectively meaningless.
The denomination in gold roubles was a deliberate accounting fiction — the Soviet gold chervonets existed, but these certificates were not redeemable in specie. The gold ruble peg was a stabilization gesture, tying the face value to a theoretical hard-money standard while actual redemption remained at the commissariat's discretion.
