Kuwait's 5 fils denomination had circulated in cupro-nickel since the series launched in 1961, but the silver version was never intended for everyday transactions — these were struck specifically for presentation sets issued by the Central Bank. The shift to .925 silver reflects the CBK's approach to collector packaging during the oil-boom years, when the state had both the revenue and the institutional appetite for prestige numismatic products.
