Kuwait's 5 fils denomination had circulated in cupro-nickel since the series launched in 1961, but the silver version was never intended for everyday transactions — these were struck specifically for presentation sets issued by the Central Bank. The shift to .925 silver reflects the CBK's approach to collector packaging during the oil-boom years, when the state had both the revenue and the institutional appetite for prestige numismatic products.
The long production window spanning 1987 to 2011 means individual years within the series vary considerably in mintage, with some annual set issues running to only a few hundred pieces.
