San Marino has participated in the Games of the Small States of Europe since the inaugural edition in 1985, an event conceived specifically for nations whose size made Olympic-level competition structurally unequal. The 2017 games were held in San Marino itself — one of the few times the republic hosted — which likely drove the decision to issue a commemorative at all.

KM#565 is a relatively modest issue by San Marino's prolific commemorative output, a mint that produces collector coinage at volumes that routinely dwarf the republic's actual population of roughly 34,000.
