Latvia struck euro cent specimens in 2004 as part of its preparation for eventual eurozone accession, well before the country actually adopted the euro in 2014. The ten-year gap between these specimen strikes and actual circulation makes them strictly collector and institutional pieces — they were never legal tender and saw no monetary use whatsoever.
