Orbec, a small Norman town of fewer than 3,000 inhabitants, issued this piece during the brief French néo-localisme wave of the mid-1980s, when dozens of municipalities printed or struck their own emergency-style exchange tokens for use at local festivals and commerce fairs. The legal basis was flimsy — the Banque de France tolerated rather than sanctioned these issues — and most series were discontinued within two years under quiet administrative pressure.
