Liberia has used commemorative silver issues as a revenue stream since the 1970s, contracting production almost entirely to foreign mints — primarily in Germany and China — rather than any domestic facility. These pieces were never intended for circulation and exist purely as bullion-adjacent collectibles sold through international distributors.
