Palau's ongoing lunar series is produced under a licensing arrangement typical of small Pacific island states whose minting programs exist almost entirely for the collector market — the islands have no meaningful circulation coinage of their own. The 2017 rooster issue coincided with the Chinese lunar new year cycle's tenth sign, and the series draws its commercial logic almost entirely from diaspora collectors in Southeast Asia and mainland China.
