Palau has no native rabbit population and no cultural connection to the Chinese lunisolar calendar, yet has issued Chinese zodiac coins continuously for decades under licensing arrangements that funnel bullion sales through its nominal sovereignty. The program exists entirely as a collector product; none of these coins have ever circulated on the island.
