Liberia's 1990s commemorative program was, bluntly, one of the most prolific and commercially driven in the world — the country issued hundreds of collector pieces during a period when the nation itself was tearing apart in civil war. The First Liberian Civil War ran from 1989 to 1996, and Charles Taylor's election in 1997 brought a fragile, short-lived peace. Coins like this one were produced almost entirely for the international collector market, with little to no domestic circulation.
