Palau has built a cottage industry issuing commemorative silver dollars for virtually any licensable subject, and the Volkswagen Beetle was an obvious target — the car's global recognizability makes it reliable seller territory for Pacific island numismatic programs that exist almost entirely for collector revenue rather than circulation. The Beetle license has appeared across multiple issuing authorities in the early 2010s.
Palau's fiscal arrangement allows it to issue legal tender coinage through third-party minting contracts, most commonly routed through European private mints. This piece almost certainly never touched the island.
