Liberia has issued commemorative coinage under licensing arrangements since the 1990s, producing dozens of themed pieces annually for the collector market — many of which never circulate within Liberia at all. This Titanic issue is squarely in that category, a product of the international novelty coin trade rather than any domestic monetary need.
