Liberia has issued commemorative coinage under licensing arrangements since the 1990s, producing dozens of themed pieces annually for the collector market — many of which never circulate within Liberia at all. This Titanic issue is squarely in that category, a product of the international novelty coin trade rather than any domestic monetary need. The "paper colorized" finish refers to a laminated color printing applied over the coin face, a technique common to this era of commemorative production and notorious for peeling with age.
