Liberia's commemorative output in the early 2000s leaned heavily on American military history — a commercially driven strategy targeting the U.S. collector market rather than any meaningful connection to Liberian national history. These pieces were struck for the Franklin Mint and distributed through direct-mail channels, with mintage controlled by anticipated demand rather than any fixed authorization.

The attack itself lasted under two hours on the morning of December 7, 1941, killing 2,403 Americans and destroying or damaging 19 naval vessels.
