These pieces were struck for the Franklin Mint and distributed through direct-mail channels, with mintage controlled by anticipated demand rather than any fixed authorization.
The attack itself lasted under two hours on the morning of December 7, 1941, killing 2,403 Americans and destroying or damaging 19 naval vessels.
