One of four kayaking-themed denominations struck for the Montreal Games, this issue belongs to the Royal Canadian Mint's ambitious 28-coin Olympic program — the largest commemorative series Canada had undertaken to that point. Financing was unconventional: the coins were sold through a subscription system intended to offset construction costs for Olympic venues, a funding mechanism that ultimately fell well short of covering Montreal's catastrophic budget overruns. The city carried Olympic debt until 2006.
