Liberia's late-1990s and early-2000s collector series flooded the market with copper-nickel issues bearing American presidential portraits, produced under license by foreign minting contractors rather than at any Liberian facility. Van Buren's inclusion follows simple chronological logic — he was the eighth president — but the series as a whole was driven by export revenue rather than domestic monetary need. Liberia's own currency had been in crisis since the mid-1980s, and coins of this type never circulated within the country.
