Issued to mark the 200th anniversary of Louis Braille's birth, this Palauan commemorative was part of a broader wave of international tribute coinage released in 2009. Braille developed his tactile reading system in 1824 at age fifteen, adapting a military night-writing code originally designed for battlefield communication. The irony is not subtle: a system meant for soldiers reading orders in darkness became the primary literacy tool for blind civilians worldwide.
Palau has no connection to Braille whatsoever — this is straightforwardly a bullion-adjacent commemorative issued for the collector market under Palauan monetary authority.
