Palau's marine-themed silver program, launched in 1992, was among the earliest Pacific island collector series to embed actual organic material into struck coins. The "Good Heavens!" issue incorporated a small holographic element — part of a broader run exploring optical effects at a time when holographic foil technology was being aggressively marketed to world mint clients. Palau itself has no domestic mint; production was contracted to a European facility, almost certainly in Germany or Austria.
KM#153 belongs to a cluttered but genuinely popular series. The holographic insert distinguishes it from the earlier flat-printed issues in the same program.
