Palau has issued commemorative silver in volume since the 1990s, largely through licensing arrangements with European minting houses — this piece was almost certainly struck by B.H. Mayer's Kunstprägeanstalt in Munich, which handled the bulk of Palau's FIFA-licensed output ahead of the 2014 Brazil tournament cycle. The two-year lead time on issues like this was standard practice for World Cup licensing, with coins entering the collector market well before host-country infrastructure was even completed.
