Niue has operated as a coin-issuing jurisdiction since 1987 primarily as a vehicle for New Zealand-licensed commemorative programs, with virtually none of its issues entering circulation on the island itself — the entire population hovers around 1,500. This piece belongs to a series honoring Russian tsars, issued under a licensing arrangement that has made Niue one of the more prolific commemorative issuers relative to its size.

Paul I ruled from 1796 until his murder in March 1801, strangled in his bedroom by conspirators that almost certainly included his own son, the future Alexander I.
