Cook Islands has issued Christmas-themed collector pieces annually since the 1990s, targeting the gift and novelty bullion market rather than numismatic collectors in any serious sense. The $5 denomination is a legal tender fiction — no one spends these, and the Cook Islands Treasury issues them almost entirely through licensing arrangements with European distributors, primarily Austrian and German firms that handle design, striking, and distribution with minimal involvement from the issuing territory itself.
Pobjoy Mint and B.H. Mayer's Kunstprägeanstalt have both handled Cook Islands contracts of this type. KM#2072 at 15g is a deliberately lightweight issue, priced for the seasonal gift market.
