The two pans of the balance are selectively gilded in gold, as is the ornate border surrounding the central motif. Tokelau's entry into the commemorative bullion market began in earnest around 2012, when the territory — administered by New Zealand and home to fewer than 1,500 people — began issuing collector coins under New Zealand's Crown authority. The Libra issue belongs to a zodiac series produced for that market, with gilded variants struck as a subset of the standard silver release.
