Cook Islands has operated as a prolific novelty bullion issuer since the 1970s, producing legal-tender coinage under New Zealand's currency framework while functioning almost entirely as a collectors' market vehicle. The King Cobra piece from 2011 falls squarely into a wave of shaped and colored silver issues produced during that period by the New Zealand Mint on behalf of the Cook Islands government — a commercial arrangement rather than a monetary one.
