Tokelau's coin program is administered by New Zealand on behalf of the territory, which has no mint of its own and no independent monetary system — these issues are legal tender in name but produced entirely for the collector market. The Gemini release was part of a twelve-coin zodiac series issued that year, each struck to the same specifications under contract with a private mint.
Tokelau itself consists of three atolls in the South Pacific with a combined population under 1,500, making it one of the smallest jurisdictions issuing numismatic products anywhere in the world.
