Obverse description Right-facing crowned bust of Queen Elizabeth II, rendered in the third effigy designed by Raphael David Maklouf, wearing the Girls of Great Britain and Ireland tiara and drop earrings with a pearl necklace. The legend ELIZABETH II arcs along the left field and COOK ISLANDS along the right field, with the date 1991 positioned in the lower exergue. The engraver's initials RDM appear below the truncation.

Cook Islands issued a substantial run of wildlife-themed copper-nickel crowns in the late 1980s and early 1990s, largely marketed through the Franklin Mint and similar distributors to collectors in Europe and North America. These pieces were never intended for domestic circulation — Cook Islands had no practical use for a five-dollar crown on an island economy operating largely on New Zealand currency. The Alpine Ibex, native to the European Alps, has no geographic connection to the issuing territory whatsoever.
