New Zealand's commemorative coinage of the 1990s was produced largely through the Royal Mint on contract, a common arrangement for smaller Commonwealth nations lacking high-volume precious metal striking capacity. This piece marks Elizabeth II's 70th birthday in 1996, the same year the Queen made her fifteenth visit to New Zealand — a country whose constitutional ties to the Crown had survived a close republican debate in the preceding decade.
The third portrait, by Raphael Maklouf, was already being phased out across Commonwealth issues by this date, replaced by the Ian Rank-Broadley effigy from 1998 onward in New Zealand's circulation coinage.
