Issued to mark the 20th anniversary of Singapore's Civil Defence Force, which traces its roots to the 1971 consolidation of fire, ambulance, and civil defence functions under a single command — a reorganisation driven partly by Cold War-era concerns about the vulnerability of a small island state with no strategic depth. Singapore's civil defence planning during this period was unusually serious by regional standards, influenced directly by the government's acute awareness of how quickly the city fell in 1942.
