Issued to mark the 20th anniversary of the Singapore Civil Defence Force, which was formally established in 1971 as the country moved to build autonomous emergency and crisis infrastructure following British military withdrawal from the island. The SCDF's creation was part of a broader push toward self-reliance that defined Singapore's defence posture through the 1970s and 80s.

KM#86a denotes the silver proof version; a copper-nickel circulation strike (KM#86) was issued concurrently.
