Liberia's coin program in the 2000s was operated almost entirely by foreign minting houses — predominantly German — targeting the collector market rather than domestic circulation. These pieces never functioned as currency in Liberia and were sold directly into the numismatic trade, a practice the Liberian government licensed as a revenue stream during the post-civil war reconstruction period following the end of Charles Taylor's regime in 2003.
