The "Secret Heart" series exploits a niche in the devotional collectibles market that has grown steadily since the Vatican's formal recognition of the Sacred Heart feast as a universal obligation in 1856. Cook Islands has no particular connection to that tradition — its fiscal arrangements with New Zealand make it a sovereign issuer on paper while the New Zealand dollar circulates in practice, a structure that has made it one of the most prolific novelty coin licensing jurisdictions in the Pacific. Charles III's accession in September 2022 gave every such issuer an immediate commercial reason to produce new royal portrait coins before the market saturated.
