The "Secret Heart" series exploits a niche in the devotional collectibles market that has grown steadily since the Vatican's formal recognition of the Sacred Heart feast as a universal obligation in 1856. Cook Islands has no particular connection to that tradition — its fiscal arrangements with New Zealand make it a sovereign issuer on paper while the New Zealand dollar circulates in practice, a structure that has made it one of the most prolific novelty coin licensing jurisdictions in the Pacific.
