Tokelau has become one of the more prolific issuers of themed bullion and collector silver in the Pacific, a function of its administrative relationship with New Zealand, which handles the territory's external affairs and provides the legal framework for these issues. The coins carry legal tender status but circulate nowhere — Tokelau's roughly 1,500 residents use the New Zealand dollar for daily transactions.
