Niue has long operated as a licensing vehicle for the New Zealand Mint's bullion and commemorative programs, issuing coins with no practical domestic circulation — the island's population hovers around 1,600. The Pershing designation places this within the M26 series commemorating American armor, the M26 being the heavy tank fielded late in World War II that the U.S. Army had delayed deploying for years due to interservice disputes between armored and infantry commands.

General Dwight Eisenhower later cited that delay as one of the more consequential logistical failures of the European campaign.
