Palau has issued commemorative silver under its own authority since 1992, despite having no domestic minting infrastructure — production is contracted to foreign facilities, in this case almost certainly the B.H. Mayer Mint in Germany, which handled the bulk of Palau's novelty issues during this period. The Alhambra series belongs to a run of World Heritage-themed coins Palau issued prolifically in the early 2010s, targeting the collector market rather than any domestic monetary function.
