Palau has issued commemorative silver under its own authority since 1992, despite having no domestic minting infrastructure — production is contracted to foreign facilities, in this case almost certainly the B.H. The Alhambra series belongs to a run of World Heritage-themed coins Palau issued prolifically in the early 2010s, targeting the collector market rather than any domestic monetary function.
